BPI Framework Agreement -RFQ Mini Tenders

Business Process Improvement/Lean Systems Thinking Framework Agreement

(Covering England, Wales, Scotland and Northern Ireland)


In order to manage this framework, we are using the Bravo Solution e-tendering tool to enable us to conduct a 'mini-competition' over the internet on your behalf. This is a de solution which provides a simple, secure and efficient means for managing the mini-tendering process, reducing the time and effort required for both buyers and suppliers.

Framework Description
The Business Process Improvement and Lean Systems Thinking Framework bring together three key improvement elements to business process improvement:

  • BPI / Lean systems thinking,
  • Programme & Project Management
  • Leadership & Change Management

This Framework offers specialist knowledge from a broad range of Business Process Improvement Suppliers using best procurement practice compliant to EU Directives.
UK Authorities are able to mini tender to all suppliers on the Framework saving the time and cost involved when undertaking a full tender exercise.

Description for BPI/Lean Systems Thinking - Primary Category
This primary category has been developed to provide Local and Fire authorities, Police and Ambulance Services and other local and regional public bodies with access to specialist external consultancy for streamlining 'end to end' processes thereby removing waste and providing excellent services to customers. The framework will help local authorities to prepare for and achieve the outcomes of CSR07 of which BPI is seen as key element. The Framework will enable organisations to:

  • Develop internal understanding of BPI and lean systems thinking;
  • Train and develop internal staff to undertake BPI / Lean Systems Thinking projects and interventions;
  • Identify and implement BPI / Lean Systems Thinking methodologies that suit the culture of their organisation, or act as a lever to facilitate change;
  • Establish BPI / Lean Systems Thinking projects that can be used to develop knowledge and learning and enable skills transfer to reduce ongoing reliance on specialist external consultancy support;

Description for Project and Programme Management - Support Category
This support Category has been created to support the BPI / Lean Systems Thinking Framework above by providing Local and Fire authorities, Police and Ambulance Services and other local and regional public bodies with access to specialist external consultancy to help them set up structured programmes of transformational change. The Framework will enable organisations to:

  • Establish transformation change programmes drawing on the experiences of specialist external providers who have a proven track record in delivering transformational change;
  • Train and develop staff in the application of recognised programme and project management methodologies (i.e. 'Managing Successful Programmes' and Prince 2);
  • Commission the setting up of internal transformation programmes built around a portfolio of BPI / Lean Systems Thinking projects designed to transform the delivery of services to customers. This will enable the transfer of skills and knowledge into the commissioning organisation (i.e. enabling the development of a corporate programme office)
  • Help Local and Fire authorities, Police and Ambulance Services and other Government bodies to identify and realise business benefits from internal programmes and projects. This is recognised as one of the most difficult things to achieve in a service delivery environment;

Description for Leadership and Change - Support Category
This Support Cateogry has been developed to support the BPI / Lean Systems Thinking Framework by providing Local and Fire authorities, Police and Ambulance Services and other local and regional public bodies with access to specialist external consultancy assistance to develop the new leadership competencies required to manage and lead in a Systems Thinking Organisation. The Framework will enable organisations to:

  • Commission an organisation wide diagnostic to determine existing leadership skills and competencies within the authority;
  • Commission the delivery of leadership and change programmes tailored to suit the needs of the organisation;
  • Help senior leaders and managers to understand how to design measures of performance related to the delivery of end to end processes. This includes the development of leading and lagging indicators and the development of a performance management approache geared to improving process performance;
  • Commission the delivery of leadership & change training and workshops; tailoring these to suit the needs of the organisation;
  • Help senior leaders and managers to understand how their thinking impacts on and shapes the prevailing management system and how this subsequently impacts on the overall performance of the organisation.
